AB 119 -
Reimbursement to Counties for Special Election Costs
AB 119 provides that the state shall pay the costs of all
special elections held to fill a vacancy in the California State
Legislature and Congress. Los Angeles County estimates that, due
to four special elections held this year, the county will be
reimbursed $5.8 million dollars. These dollars ensure funding
for essential services, such as fire, police, health, libraries
and after school programs.

AB 241 - Satellite Wagering Expansion
AB 241 expands satellite wagering to include 15 new mini
satellite wagering facilities in Northern, Central and Southern
California and for each county fair. This bill will make access
to horse racing easier for residents of California and will help
to increase purses to make California horse racing more
competitive with other states.

AB 288 - Discouraging Voter Intimidation
During the 2006 General Election, intimidation letters were
mailed to foreign-born Democrats with Spanish surnames in the
47th Congressional District. AB 288 requires the Court to assess
a restitution fine for any individual who is convicted of
committing voter intimidation or coercion. The restitution fine
will be deposited in the Voter Intimidation Restitution Fund for
the purpose of voter education campaigns that address the
specific crime committed.

AB 603 - Safe At Home Program
Existing law (Safe at Home program) enables victims of domestic
violence, sexual assault or stalking and reproductive health
care workers to register to vote while their actual residential
addresses cannot be publicly accessed in voter registration
records. AB 603 extends the sunset date on the confidential
voter registration portion of the Safe at Home program from
January 1, 2008 to January 1, 2013; consistent with the sunset
date of the entire Safe at Home program. [top]

AB 610 - Expansion of Small Business Loan Assistance
The Small Business Loan Guarantee program, working in
conjunction with the local Financial Development Corporations (FDCs),
annually approves millions of dollars in loans to small
businesses throughout California. AB 610 will raise the leverage
ratio of the Small Business Expansion Fund from 4:1 to 5:1. This
bill enables the FDCs to make 50-75 more small business loans
per year, than under the current statutory cap.

AB 1300 - Family Connection and Young Offender Rehabilitation
Act of 2007
Family contact has been repeatedly shown to correlate with lower
recidivism rates. However, families are unable to maintain
meaningful contact with youth incarcerated in the Department of
Juvenile Justice (DJJ). AB 1300 will reform many of the
institutional barriers that regularly affect families dealing
with DJJ. This measure adds the provision of education and
promotion of family ties to DJJ's purpose; providing that DJJ
shall encourage communication between young people, their
families, clergy, and others. Additionally, this measure
provides for timely notification of family when visitation
rights are suspended and establishes a toll-free phone number
for families to call for updates and visiting times. [top]

AB 1598 - Allowing Alcohol Sales for Culinary Programs
AB 1598 allows culinary arts programs to more efficiently
instruct students in a genuine restaurant environment, while
providing more practical training to future California chefs.
Moreover, the ability to utilize alcohol will support
fundraising activities that will offset school's operation and
instruction costs.

AB 1731 - Election Committee Bill
AB 1731 clarifies state law governing elections, by deleting
outdated language in the Elections Code. By removing this
outdated language from the Elections Code, AB 1731 helps the
public and local election officials better understand the
state's election laws.

AB 1732 - Election Committee Omnibus Bill
AB 1732 provides the following: 1. Redefines the term "elections
official" to exclude a governing board with jurisdiction over
elections. 2. Requires a referendum petition for a city
ordinance to be submitted to the elections official of the city's legislative body within 30 days of the date the adopted
ordinance is attested by the city clerk or secretary. 3.
Prohibits a candidate statement submitted by a candidate for
local, nonpartisan, elective office from making reference to
other candidates for that office. [top]

AB 1733 - Election Committee Bill
AB 1733 clarifies the procedure for tabulating results of local
elections. AB 1733 was introduced at the request of the
California Association of Clerks and Election Officials in an
effort to streamline and clarify the state's election laws.

ACR 47 - National Multicultural Cancer Awareness Week
ACR 47 designated the week of April 15 to 21, 2007, as "National
Multicultural Cancer Awareness Week." This measure encouraged
the private sector, and state and federal governments, to
promote policies and programs that seek to reduce cancer
disparities and improve cancer prevention, detection, treatment
and follow-up care for all Californians.

ACR 67 - National Multicultural Cancer Awareness Week
ACR 67 designates the month of January 2008 as "Voter
Registration Month." This measure encourages all eligible
Californians to register to vote by January 22, 2008, so they
